Multiple Google Place Listings?

My potential client is starting up a physical dating agency in a large city. One thing they are very keen on is getting multiple Google Place listings. I was thinking that in order to do this you would need to create a series of branches via 'Virtual Offices' of different addresses.
I found something on this which stated:
Phone numbers (and make sure they are a local area code)
Contact emails
Addresses (this should be a no-brainer)
Description - make this unique to the location
Categories/extra fields - if anything varies by location, you should note it.
Website - if you have different URLs for different locations, use the specific URL for the location instead of the root (don't worry, only the root will be displayed)
A few questions:
a) Does Google punish this or are they ok with it?
b) How difficult would it be to say get a listing in 'dating agency london' for example?
