Relevant backlinks vs non relevant

So as we all know, quality relevant backlinks are the best, but i see people selling high pr website lists and gov/edu lists and I have to guess and say most those links aren't relevant to your niche, if none at all.

But, do even non relevant ones help or do you see Google maybe downgrading their importance even more so with the changes they are trying to implement?

Do you just go for relevant links or as long as its a good high pr site then that will do, or both?

    Both backlinks are good as nofollow or dofollow, but relevant links are hard to find.

    Links are important both relevant and irrelevant, but that true that there is more wattage of relevant backlinks, and count more in ranking. Irrelevant links not cause downgrading of ranking, but links from those sites may cause which are full of spam.
