Google Penalty?

I got a question. One of my sites was ranking in top5 for few competitive keywords. About 3 weeks ago it dropped to 6-7th pages and no matter what I do it just bounces back and forth between 6-7. It's not decreasing or increasing. I believe the rankings dropped because I stopped maintaining the website (stopped building backlinks) because I was busy with other projects. Once I saw the rankings dropped I started building links to it again, but it just won't move at all. It still ranks #2 for EMD keyword, but that keyword brings 0 to non traffic.
WTF is going on?

    Maybe you lost links from the 1.5 million websites that have been deindexed by Google in the past two months.

    When google de-indexed many sites.
    You may lost many links from those.

    And due to lot of time. Some others did the seo with same keyword .

    So they went to top and you lost your search engine rankings.

    And even you are doing backlinks. They might be have many links than you.

    Try to build quality and relevant backlinks.

    I didn't lose any links, the only thing that changed is the PR of those links (some dropped). I'm creating relevant quality links. What's weird is, the same kind of links skyrocket my other sites for targeted keywords even with more competition, but won't do sh*t for that one. I just don't get it.
