can allowing comments lose "link juice"

I have a site that was about midway on page 1 of google for a given keyword. This has now dropped to page three. What I have noticed, is that I have allowed comments to be left on some pages.
Hundreds of people have left comments with a link back to their own sites.
Now, how will google "weigh-up" fresh content in the form of people leaving comments against people leaving links to their site, thus draining "link juice" from my site.
I dont know whether the fall has anything to do with out-bound links, or if its just google shuffling things up, or even other sites becoming stronger. I havent had the time to dig into it yet but any advice and thoughts would be most welcome.
I look forward to your take on this as I have been pondering this question for quite a while.
