There is no one technique that can give you top rankings if applied alone. All these techniques which you mentioned in your question are helpful if applied together. Each technique has its own benefit. No one can predict which technique will be helpful for a website.

I wouldn't focus on just one, because the best off-page technique that one can think of would be giving time to do all of those techniques that you've mentioned there. But if I'm going to pick one thing that I'm comfortable with, I would choose forum and blog participation because they have the biggest window of opportunity in building real relationships.

It cannot be said exactly that which off page SEO method is perfect for the website's promotion because every off page SEO includes some or the other features to improve the website's growth in the search engine. Even though based upon the traffic, a person must do forum posting, social bookmarking and blog posts so that more traffic may visit to the website.

In my point of view the best off page optimization would be article directory and web 2.0 submissions. These links will surely last, and from time to time its PR would grow. Unlike other offsite linkbuilding they wont last long and others tend to be spammed to death.
