I need recommendations for tier 2 and 3 backlinks - do i have to use spam for this backlinks?

You can use whatever you want.

So called "spammy" links are cheaper and more cost effective thats why many people use them for tiered linking.

Most people are off the blog network band wagon, but you can use links from Authority Link network for tier 2 and 3 links. Hi PR web pages that are being buffered by your tier 1 links. If they get penalized, then your site won't be touched.

Tier 2, still try to aim for quality if you can. But a larger amount of links.

Tier 3? Go nuts.

I've always been backing social bookmarks with XRumer. I like to go fast, cheap, and in volume (with diversity!) on lower tiers.
