New Link or Improve for reconsideration

Hi There,

My website heavily hitted by Penguin update, just wondering if by removing spam link I can get my old rank or I have to go to another domain?

    The easy way out of the penguin is by building a brand new domain again but you have to start over.

    Or you can continue building more links to your site and keep adding content. (When I mean building more links, i don't mean building crap links like social bookmarks or blog comments)
