Can a MicroBlog beat big forums?

Hello, i need some advice before starting a new site.
I found a 2 word term (its more like a question) with 18000 local searches, and the CPC is close to $3. The term is in portuguese(my native language) and there are no specific sites about it. The exact match domain is free to register.
Now the problem... This term is used like a question. When i google it, the top 10 returns:
1- A 2006 Yahoo answers page.
2- A 2009 tech site page.
3- A 2011 blog post. (Very general blog)
From result 4 to 10 all the pages returned are from big forums in my contry and the pages are from 2006 to 2010.
Do you think a new micro blog can get in this top 10 results?
