google insights vs keyword tool

What do you trust more if both are in conflict?
I have for a niche
keyword 1
keyword 2
keyword 3
keyword 4
The google keyword tool suggests keyword 4 has the smallest traffic quite a small amount (around 400 odd local searches)
Whilst inights suggest it has the largest of the 4 around 12k of local searches!?
I know insights is more accurate but I normally find some vague correlation between the two
