Please Help me with this site

I am looking for some advise on how to get this site to the number 1 position in google search engine.
I am also looking for some advise on if I am just going to be dominated by google local search or if this is a viable business model.
My site is http://cateringinbiloxims.com and my keyword is "catering in biloxi ms", "catering in biloxi"
I put this site up a couple of months ago and have done nothing at all to it just simply put up the site called In Biloxi Area This hoe page has a link to each different niche that I am targeting in the area. Each different niche has its own sub-domain. example: http://catering.inbloxims.com
When I check to see where http://catering.inbloxims.com ranks in google for the keyword "catering in biloxi" I find the site on page 3 of google. I want to get it to the #1 spot in google and start to create some phone calls from this site to my phone number. I will then be leasing this site to a local catering company.
My question is to everyone is what can you tell me that I need to do to get this site ranked #1 in google. I know that I should do some backlinking but I do not want to do anything spammy at all. I want this to be done for true rankings and not be subject to google de-indexing because I have suspicious looking links or something like that.
I know that we are all at the mercy of goolge and that they can do whatever it is that they want to do but I feel like if you give google what they want they will pretty much leave you alone as compared to trying to falsely accomplish thing with bogus links and things like that.
Please tell me what you would do to get this site to #1 in google.
Also I have wondered if the goolge places is just going to dominate this site or can I actually rank above the local google places that comes up when someone in Biloxi MS. types in catering in biloxi. What is your thoughts on this as well? Is it even worth going after?
