google keyword tool confusion

hi guys,it seems like every keyword i put in the "google keyword tool" has a cpc,but when i search these keywords in the google search like normal users did when they want to find something about these keywords,there is no ADs showing up on the right side.so i just wonder:
1 are there any advertisers for these keywords or not?
2 the commission you receive per click depends on how much advertisers are paying Google for the particular ad.
if there are no advertisers paying for this keyword,then why every keyword has a cpc?
i read many tutorials about how to pick on the right keyword,but many of them only focus on the "cpc",like "choose keywords that has over 2.00$ cost per click." and they don't care if the cpc is true or delusional.
so a high cpc keyword with no ads showing up is a worthless keyword,am i right?
