Why you want to increase your PR ,just try to increase your SERP Ranking. But any way if you want to increase your PR then do directory submission task as much as possible...

I will suggest you to comment on high PR blogs (both nofollow and dofollw to balance link metric)

After finish your blog, you can apply backlink profile or social bookmark to submit for your blog sites.

Links from other pages with PR will get you PR, but I wouldn't spend time worrying about PR. You can still rank #1 in google with no PR. Just focus on getting your site ranked.

Try to get as many pr4+ inner page do follow blog comment links as possible & once your comments been approved on those blog pages make sure they are indexed quickly by doing some bookmarking to help them index fast.Hope this helps

yeah all of these are pretty good tips. I think in a nutshell that you must think about doing a little of each, killer unique content on your blog, blog commenting, finding other blogs that you can guest post...etc. The backlinks will look natural in the eyes of google and you will start to gain more traffic.
