How does Google measure bounce rate?

What does Google measure bounce rate on? For example, a site's bounce rate is 46%. I understand what bounce rate is (people clicking off-site), but how exactly does Google get the percentages/analytics? Thanks.

    When you use google analytics it tracks your users each time they request a new page. If a user requests only one page and then never again then they've bounced.

      Ahh, so the benchmark is if they click on another page. So, if 4 people go to a site, 1 clicks to another page on site, while the other 3 leave the site, the bounce rate is 75%, right?

        OK, so I researched more and the above example is accurate.
