Wondering about the on page seo after the panda and penguin?

I have heard we don't need to have h2, h3, h4, h5 tags, we dont need to underline, bold or italicize our keywords?

Keep keywords around 1%?

Any solid advice will be appreciated...

    not find much difference in on page... as always update rich and quality content and almost SE updates for caching spammy off page methods.. on page is to increase the quality but off page is back process to perform in SERP.. almost off page methods make the site un natural.. So Google or other SE focusing on it....
