Can I beat "this site"?

Okay so there is this website that is rank 4 on Google, I won't share it.

I don't really remember the owner of that site, but he isn't to skilled, but somehow he got rank 4 on Google after the Penguin update.

I am not sure how much he makes with that site...

Right now all I can do is get a blogger, I have no money.
In my current condition can I beat that website?

Its a 1 page website with ad's and it has 1 main niche, with a few paragraphs only..

Without proper looking no one can say the exact solution. But everything is possible. Honestly speaking I don't think you are on your right path to beat that website. First you have to buy some hosting space for your site so that it looks more professional, then you can fight with that site. Also it may take sometime as that site rank is already 4 and survived penguin update. So, you have to have patience for your site.

Give us more info about the websites and the keyword to understand what is the level of competition. (the only hint I can give you is to check your competitor's backlinks and try to get them too and at least one more!)

I am assuming that this guy is going for that keyword. Possibly the keyword is in the domain. So if this is true, and his on page optimization is garbage and he has low PR and crappy backlinks, and you're sure you can do everything better than him... then you have a winner.
