When some one put a link in others site in order to get a link from that site it is called link bulding process.
When two sites agreed to exchange the links with each other it is called link exchange .

Of course there is differences.
Link building is actually free of cost effort. You can do link building by yourself for your site.

Where Link Exchange needs you to put someone's website link to your website if you want to put a link of your website to one's website. Also you need to check it regularly to find your link is still there. It's not SEO friendly.

Link exchange on the other hand is a link building technique wherein an owner of a certain website communicates with other website owners so that they can "Exchange links" thereby promoting each other's websites.
