Can anyone tell me if it is possible to use phrases on PPC "negative" keywords? If so, are there side effects of using phrases in negative keywords.

    Yes, you can do this:

    -"this phrase"

and your ads would not show if the search contained "this phrase", even if you had a keyword that would normally trigger ads.

    You can also do:

    -[this phrase]

which obviously would not trigger your ads if the search was exactly "this phrase". Frankly, I don't see the use of this but it is possible to do it.

Yes phrases can be used and sometimes must be. For example, lets say you sell high quality headphones. You can use negative phrase - "on sale" because you don't want this kind of searcher who is looking for headphones that are on sale / discount prices.
Don't confuse phrase match negative with exact match negative though. If you negative [on sale], then your ad will still display to people searching for - headphones on sale. The correct exact will be [headphones on sale].
