AdWords Preview Tool Accurate Or Not?

I've been comparing the results from AdWords keyword tool to doing a plain search from Google.com and the results do not match up at all.
Can anyone please explain why ads are in the preview tool do not correspond to the ads displayed when doing a regular Google.com search (for the exact same phrase in the same country).
Try it yourself and report back.
