Proven SEO services?

Hey guys,

So far I was building links my own, manually but now me and my partner have plans for a new and big site and I was wondering if any of you here know about a proven SEO service that promotes a site with quality links (not profile links or blog commenting) and also send a report about their site promotion?

I know most have different plans that cost differently, let's say for now I cannot spend a lot but if the site catches on so will the promotion and the monthly plan will rise.

Would appreciate your help.
