Black hat. Cloaking, if you get caught, will get your site penalized very quickly.

Cloaking is where you present one thing to the humans who come to your site, and something else to the search engines when their indexing software (spider) visits your site.

Google wants to see what you are giving the humans so they can judge for themselves what the real topic of the content is, and what the quality of your content is.

This helps me understand the concept a little bit better. For awhile I was confused because I thought that redirects were a form of cloaking, even though people use one domain to forward to another all the time.

Yes Cloaking is a black hat technique in which content presented to the search engine spiders is different from that presented to users.

Cloaking is a search engine optimization (SEO) technique in which the content presented to the search engine spider is different from that presented to the user's browser. This is done by delivering content based on the IP addresses or the User-Agent HTTP header of the user requesting the page. When a user is identified as a search engine spider, a server-side script delivers a different version of the web page, one that contains content not present on the visible page, or that is present but not searchable. The purpose of cloaking is sometimes to deceive search engines so they display the page when it would not otherwise be displayed (black hat SEO).
