    Cloaking is the practice of persistent unusual pages to search engines than to people. When a anyone needs the page of a exacting URL from the website, the site's usual page is returned, but when a search engine spider makes the same request, a special page that has been produced for the engine is returned, and the usual page for the URL is hidden from the engine it is known as cloaked.

    You can use cloaking HTML code in a .txt file through Notepad:

    <html>
    <head>
    <title>YOUR TITLE</title>
    </head>

    <frameset cols="*,1" frameborder="0" framespacing="0" border="0">
    <frame src="http://YOURDOMAINNAME(DOT)COM" border="0" frameborder="0" name="main" noresize scrolling="auto"></frameset>
    <noframes></noframes>
    </html>
    Replace:
    * YOUR TITLE * with title that you want to use
    * YOURDOMAINNAME(DOT)COM * with your url

    Then change the file name into FILENAME.html

    And upload it into your site.

    Cloaking is indeed not a good practice but its not black hat always. In some scenario it is considered as white hat. e.g. geotargeting. When your website is targeting different locations, you may do cloaking.
