Google keyword tool is wrong

Some 6 months back, I checked google keyword tool for a keyword and has global searches 400000 per month. I checked them now and found the same number of global searches. It doesn't increased or decreased. I have a doubt in it. Is this(google keyword tool) true or google manipulating the keywords accordingly ? How they are calculating this global or local searches ?

Please let me know.

    The keyword tool is far from accurate indeed, however the numbers that you see are an average from the whole year.

    The numbers aren't accurate. They are an estimate of the average monthly searches over the last 12 months.

    You can't say Google keyword tool is wrong as no keyword research tool gets you the exact figure of number of searches for a particular keyword. The number of searches for a query in keyword research may or may not vary as these are just the estimates.

    Google tool is not accurate, it's just the estimated average number that they show.

    If the keyword is not accurate, why do people follow it (or generate campaigns using it)? Is there some other kind of way one can verify if a keyword is OK to work with or not?

    What matters is that it works to optimize your site for those keywords as it does bring traffic to the site. A few hundred hits here or there may not matter where ten of thousands of hits are involved.

    First of all, Google knows the worth of each and every keyword, including its visibility. But to be frank, keyword tool is not accurate its just an estimated numbers and we must be grateful to Google for providing this utility for alteast understanding the worth of keywords.

    Some numbers change in time and some doesnot, may be Google did not find much changes in the number of impressions for a certain keyword.
