I want to offer SEO/google places etc in South Africa. I just want to know if it is ok for me to outsource to any country or should I outsource to a service in my country? Does that have any effect on SEO?

Also is SEO the same for mobile and PC or do phones get different results?

I have a feeling these a very dumb questions but please be patient with me.

    If you want links from country based TLD's you might be better of outsourcing in your own country yes. The link pattern would look more natural.

    Although links from .com sites will work as well, its just your own choice.

    Yes you can definitely do that, just make sure with google places upon sign up for a specific business they are having the country IP.

What matter is what strategy is used to get result. We optimize local sites from france, spain, Hungary, USA etc from one place. So, nothing such matters.
