help regarding disapproved adsense application

Hello..
i had a blogger blog based on hacking related material..before someday ago i signup for ad sense..but they disapproved my application because my site content doesn't acceptable to ad sense..

Now I want to signup for adsense with my new blog...
is adsense team disapprove my application for new blog again because i have a disapproved adsense account..?
please tell me how to delete that account application permanently...?
i searched a lot on google but didn't found any ans. yet..
