Make new quality contents and create high quality back links then Gradually your site will be indexed again.

First try to understand the reasons why those are deindexed. The reasons can be poor backlinking strategy, duplicate content, spam etc. So, try to find those reasons also check Google Webmaster Tool if you can analize those data then you will get some information. If you hire some SEO team etc then cross check there report and then you need to fix those and need to repost.

Consider starting over on a new site - weigh the cost of developing a new site vs getting your old site re-indexed.

    Good Luck,

There's nothing to do. You just won the reverse SERP lottery.

I agree with AllanWM. I think it's better to start with a new website, as you might do SEO for it faster that your old website would recover from a penalty. You can build a similar website than your current one. Or remove all content from your old website and publish it on your new website - so that your new website doesn't get a duplicate content penalty. And make sure you follow the Google guidelines for building links and do white-hat SEO only.

Move on. I personally think it's too much of a hassle trying to get it to recover. (And possibly a huge expense if you buy into the "Panda / Penguin Recovery" services.)

You need to update the content of the website and update your sitemap. Submit your updated sitemap to Google webmaster for faster crawling and indexing. You can ping your sitemap too.
