I used link wheel, link exchange, article submission, blog commenting to get well rank. But my sites have been badly effected on Google. Are there any latest methods or techniques to make backlinks in order to regain my ranking?

It entirely depends on the individual, method are same but you need to make sure content is unique and user friendly. You can use link pyramid and link baiting method to get natural links.

One of the most important things as per my observation which we need to include in our practices are as follows

      1. Linking proportion should be 65% anchor text for brand name and 35% anchor text for all keywords in the list.
      2. Very strong onsite optimization, use micro formats for addresses as they make a difference in mobile search results.
      3. Check for sitewide links. In the case of GMRT Transcription and most other of our internal sites were penalized on two accounts-- server issues and sitewide links. GMRT partially regained rankings only after sitewide links to it were removed from GMRW and GMRWM.
      4. Use synonyms.
      5. Build strong brand and use brand name in social media.
      6. Build the association of the brand name with the service or product in social media

Good mixture of links but don;t focus on link wheels anymore as those or less effective now. Just build links on the web 2.0 sites as is with unique content and it should help tons. Guest post some articles on related sites for extra traffic and link juice. I recommend these links as most content links now are more important and pass more authority. You can even do wiki submissions as content links and they are great for the extra seo push.

Link wheel is a black hat technique, doing it in excess is the reason you are getting unexpected results.

Link wheel is not the problem. The problem is when an advanced google algorithm finds more than a couple (or one) link wheel connecting in the same way. In other words if you hired someone to build your link wheel google will immediately know it has been done by automated software. So when people say I do it manually they obviously know what they are doing. Be creative when you doing "Link Wheel" and it will work. Especially with fresh original content. Don't automate process. Or at least find the way to randomize next wheel somehow.

I would remove all the spammy links before you start on new link building. You might find it very difficult to rank, or even start with a new domain.
