Reprint SEO issues

In the interim, I am considering 'reprinting with permission' content from my competitors. Note - the competitors allow this already provided I give proper citation and a backlink. I have PR0, so the backlink doesn't mean much to them, but the content means a lot to me. This is a temporary measure - if the audience builds, then I would replace the reprinted content with my own (eliminating the backlinks to my competition)
This brings up a bunch of strategic and SEO questions which I would greatly appreciate advice about:
a) Short-term: The content would duplicate pages on other websites, which creates SEO issues. If I "NOINDEX" the reprinted pages am I safe (in the sense of not getting banned by google) in the short term from some sort of penalty?
b) Long-term: Does the use of reprinted content create a bad long term reputation issue with google, that WOULD NOT be fixed when I replace the reprints with my own content?
