website moving new website to different host and domain

Hello, i recently created a website however i signed up to a scam host who apparently "own all content you upload" and delete inactive account after so long if your website doesn't get enough hits... obviously this is not good at all and i wish to move my whole word press website to a different domain and host, however this host i am with at the moment do-est even allow for hts access files so i was wondering how can i move my website that wont make google think im just ripping my own website?
do i just shut down my website and re upload it.. it was a new website anyway.
or do i have to 302 redirect some how? but the 302 redirect will probably be removed by the host?
help would be great as i know it is just a matter of time before the host decides to change my password and run off with the high quality articles and website.
