Can someone give me an updated link for what is Panda update aiming for? Is it the on-page issues or backlinks? I'm very curious about it.

Thanks

I'm a bit confused right now. One says it's about backlinks, other says it's about both? What is it then?

Panda is on-page (issues on your site)

Penguin concerns links to your site from other sites (especially penalising lack of Anchor Text variation).

Panda is all about duplicate contents and some other unethical seo strategies. As you know seo includes off page and on page. So for panda update, Google is out for wrong on page and offe page optimization.

Panda update is aiming for on-page and off-page methods. It is not only the Onpage, it is aiming to the websites that are low quality. It means, if you are linking to low quality sites, and spamming to submit to low quality sites, this might be a ground for your penalization. If your website is crappy, then it is also a ground.
