    Link building techniques are changed this days. We need to be more careful with our links to avoid big G of labeling them as spam. Before, we can build links anywhere so long as it's dofollow and has high PR. Now, link relevancy matters.

    The primary method by which Penguin operates is by examining your inbound link profile metrics to detect what it deems to be “unnatural” activity, and the main signal of unnatural activity appears to revolve around anchor text. As such, if you’ve been hit by Penguin, then it’s likely due to an over-optimized inbound link profile, as determined by the distribution ratio of the anchor text in your inbound link profile. Naked URLs consist of some variation of the actual URL of the link destination. This can be an internal page or, more commonly, the home page. Naked URLs are the strongest signal to Google of a “natural” inbound link profile and typically comprise the majority percentage of anchor text distribution in healthy websites.

      I would also like to add this this discussion a few things:
      1. When building links make sure the most used anchor text to your pages are either the Company Name/Name of Site, or the url of the page
      2. Make sure you are building links to multiple pages of your site and not just your homepage. Spread things around
      3. I build links with 60% of the links as the company name or url, 20% of the links with the company name followed by the keyword, and 20% of the links as the actual keyowrd I am targeting

    Yes. It's actually right on target. Every time you are affected by a Penguin update, it only means that you are been over optimising a particular keyword or anchor text. So, the solution is to temporarily stop the linking on the over-optimised keyword and focus on adding naked urls, brand name on urls, and urls that entails a particular call to action such as "click here", "visit here", etc...
