I think both will do the trick but if you're only interested in one then I will recommend wordpress. This is because wordpress have a lot of plugins to help you.

If you are using for link building purposes, Hubpages is a little more strict when it comes to posting your content. Just make sure you are posting quality and you should be good. You don't have to worry to much with Wordpress.com.

*Both are great platforms for variety.

It depends on what you want to achieve.

Both are not really on the side of SEO.

Wordpress can shut down your account if you post link in all your published content while Hubpage do not allow URL.

The best option for hubpage is to link a video linking to your money site.

Yes you are quite right but now Hubpages is more strict due to the Google penalty. So its difficult to make hubs on this platform. However both websites have their own value.
