You can use both of them at the same time, a ton of sites do that.

If you read the Adsense forum, time and again, you hear the following advice.
"If you're not sure, better to err on the safe side".

And specifically for Adsense arbitrage, which is what you're describing, it's a big fat no from the Adsense 'top contributors" in its forum.

        Hope this info helps you.

Using loopholes around Google's ToS is not going to work.

Yes, you can use ADWords and AdSense at the same time, however, if you don't understand how to do it correctly, then you can lose your account.

Wasting money on AdWords to advertise a blog for the sole purpose of getting more visitors to pages with ads on them isn't a good idea. That can get you disabled.

If your blog sells a product or service, then you could use adwords to advertise your service, or your product, but you should be careful not to use a URL for the ad's landing page that has ads on it. With a blog, that would be difficult to do unless you use individual pages in your blog.

Advertising through adwords isn't designed to allow a publisher to send people to their blog or site just to get more visitors to see the adsense ads. It's designed for business owners to advertise their business.

You should spend some time reading the information available and asking questions in the AdWords forum before you even think about using adsense and adwords together.
