SEO Suggestions??

I have an ecommerce site that I need SEO on. There are so many SEO companies out there promising the world and then some. I don't have the time or experience to do it on my own so do any of you guys have any recommendations about specific companies or individuals that do SEO the right way total white hat that can get me high in the rankings?
The funds are a little tight because I just lost my job but I need to get this done. I was looking at those freelancer.com types of sites but I'm worried about the methods these independent contractors use. I'd hate to hire someone overseas that shoots me up in the rankings in a short time only to get penalized somehow in the long term because of the methods they used.
Any suggestions or advice would be greatly appreciated.
