My client received an unnatural links penalty because the SEO agency they hired previously used a techniques against Google's T & C. I asked the SEO agency to remove the links they had created but they said they wanted a large sum of money to do this.
I explained this in the reconsideration request giving lots of supporting evidence and thankfully the reconsideration request was successful, however three weeks after the reconsideration was accepted my client still doesn't rank for anything.
Is it possible that Google have simply devalued the entire backlink profile?
The site has many natural links in addition to the links the previous SEO agency created.
