Search monetization PPC API required

I'm looking for something rather specific, but can't seem to find any information in this anywhere. Basically, I'm developing an application that will include "area top searches" for various cities throughout the US. The "area top searches" should lead to a page of business sponsored links where I'd get paid per click. So if someone typed in "Hotels" and the page they were on was about Chicago, they'd see a list of hotels in Chicago that paid to be there.
It looks like something like localxml.com would give me what I want, although I can't tell because it's so awkwardly worded and vague. I thought Yahoo's BOSS API might do the trick, but it's worded even worse and it looks like I have to pay for it (which is the opposite of what I want).
So...any recommendations? Thanks.
