keyword difficulty and to spin or not to spin!!

What difficulty level are (and what should my expectations be as far as time/effort) for several phrases I am going after which are 2000-3000 exacts, 30k-40k competing pages, top ten: 2.4 pr avg., top ten: 3-4 sites yellow/ the rest green backlink numbers.
The keyword for the homepage that I was going to achieve over the long run is 25K exacts, 500,000 competing pages, 3 green/ 7 yellow, and avg pr of 2.8! It has the same core words in it as keywords above,
example-
htc phones
nokia phones
phones
also to spin or not to spin, that is the question.
As I build backlinks should i use a good spinner like tbs (highly unique and re-read to make sense) or all unique articles?
