Can SEO be automated post-Penguin?

I'm still confused as to whether tools like GSA SER can be used post-Penguin. If yes what tools are good for what purposes. What kind of settings work best. Someone has told me that the best setting is to tell software to only place links on sites that are PR2 and higher but they also mentioned that this will be slow like mollases and one will be lucky if they could place 10 links in a day that way. Feedback would be appreciated.

    If you repeat the anchor text, it's going to be a problem.

    Too many links with the exact anchors, especially from low quality websites equal a problem.
