Remarketing: Quick Question

Hi Warriors,
I've been trying to outsource some of my re-marketing campaigns to agencies and I've got a few replies that mention they require a minimum of 200k+ visitors per domain, per month to work on the campaigns.
My sites don't do anywhere near to that traffic, do you know what the reason why I get this response? Is it from a profitability point of view on their behalf? Or can you not measure success without those figures.
I have some basic re marketing campaigns running within Adwords but wanted someone to spend more time on it outside of there.
Any help would be great.
