i have a problem. someone created a website 100% like me , same posts, same design, same web adress (different domain) ... what i can do ?
it will affect my website ?

    It means someone wasted his/her time on copying your content. If you haven't posted this to increase your post count or something else then your content is very valuable which invited the person to copy it
    Yeah, it will affect your ranking surely, for duplicate content. Contact the administrator of the competitor/duplicate website immediately and talk the issue with him.

    yes but the problem is that i NOT create duplicate content, one guy COPIED my website.
    and THE WEBSITE IS IDENTICALLY. same contact us service, same posts, absolutely SAME.
    what i can do ? how can i report him ?

    Unfortunately this kind of problem can’t be resolved without a lot of footwork. Before you do anything else, I would suggest registering a Google Plus account along with signing up for Google Authorship. Make sure that content on your website is associated with your Authorship account. Instructions on how to do that can be found here, Author information in search results - Webmaster Tools Help

    Next, you should gather some proof that the content on your site is actually yours. Time stamps on documents that have been updated or anything that can prove you wrote it first is what you should be looking for. Once you have these items, contact the offending site’s hosting provider and let them know what it going on. Most reputable hosting providers take this very seriously and they may be able to help you.

    Of course you could first contact the offending website to let them know what you plan on doing if they don’t stop. That could potentially clear things up quickly.

    Here are step by step instructions for getting their site to be taken down if contacting them isn’t fruitful.

    and what about this problem:

    if i have for example a post and in this post i have the following line: abcd is the best game in the world because have abc features.
    if after one week a guy copy this line to his website it will be duplicate content ok ?
    i will be penalized by google ?

    The real problem here is not if duplicate content penalty is real or not but the real tragedy
    here is that most people don't understand computer programming and even
    they refuse to think about that remotely and they talk about an algorithmic penalty.

    The logic is as simple as that:
    To decide if a document is a copy of another document, you should check
    all words of the documents against all words of all documents on the web.

    Say, there are 1000 words on average on each document and there are
    8 billion web pages indexed on google.

    To find out if a document is a copy of another document, Google should
    do the following number of words comparisions:

    1000 x 8.000.000.000.000 = 8.000.000.000.000.000

    Google should also do repeat this comparision for all the documents.
    So the real comparisions to find all duplicate documents on the web is:

    8.000.000.000.000.000 x 8.000.000.000.000.000 =
    64.000.000.000.000.000.000.000.000.000.000 number of comparisions!!!

    To get you what? a duplicate Penalty?

    This number is more than 10.000 times of the number of sands in the world,
    more than 1.000.000.000 times of the number of all neurons in all human brains
    and so many much more than the number of computers in the universe.

    • Try to contact the person who did this and ask him to give up. Explain him that he won't rank or make money online posting duplicate content and copying others. You can also contact his hosting provider and report him.

    Sorry but i suggest you to revise your basic concept. Search engines are clever enough to identify the original source. If i assume you are right (in worst nightmare), All the blogs should be gone out of the search engines
