I have recently noticed that Amazon UK pages are showing on Google with PR's of anything up to 4.

Will this affect affiliates who are trying to get ranked?

You will have to really clarify your question. On the surface,
    it makes no sense.

PR 5 sites cannot get ranked?

Can you rank an amazon affiliate site? Of course. Zap2it.com
is an amazon affiliate...A ton of big sites are amazon
    affiliates...

Do you mean can you rank a site that is JUST an amazon
affiliate, no other content? Of course. You have to do it
    right.

I would imagine UK has little to do with it, as amazon is
    a global company.

If you know your onion and build some real quality links to your site, you will outrank this sites in no time because they do not actively bid/SEO for that position, they got there through authority and trust from Google..

If you run SEO for those keywords and use some trusted, relevant back links, you will be on the SERP in no time...
