SEO and Blogs installed to Your HTML site

Anyone know how google looks at a blog that is installed on an HTML site?

Meaning, if I have a site and I create a subdirectory IE www.mydomain.com/blog do the backlinks and Page Rank to my main URL still count to some degree to the pages of my blog or is it as if it is a completely different site?

I have heard both and I wanted to know if anyone knew the answer to this.

  I am also in the same boat as you guys.
  My website is setup exactly the same way as in
  the example cited www.mydomain.com/blog
  how does the backlinks and PR affect both.
  Which should i build the www.mydomain.com or
  www.mydomain.com/blog
  
  Hope to get answers as i am busy building backlinks
