Google Matt Cutts says they penalize cloaking !

Is this suggesting here cloaking or is it ok in Googles eyes?

Ducksauce,

Cloaking is a method where one web document is shown to a visitor and a completely different one shown to a search engine. Simply having a different URL would not fall under that definition.
