Am I being scammed by PPC Network

So I'm promoting a dating offer and bought some traffic from a contextual network. I'm sending the traffic to my landing page which clicks through to the offer.

I got about 300 clicks of which about 250 actually clicked-through to the offer.

I only got 1 conversion from all those click-throughs.

I'm also promoting the same offer using youtube but I convert about 1 in 10 clicks from youtube traffic.

I'm thinking the network has probably just scammed me but in the past, I've been able to easily figure out the scammy traffic providers because their traffic doesn't even click through to the offer from my landing page.

Just wanted to hear from someone with ppc experience wether or not there are companies that are able to send fake traffic that actually click-thru your landing page...

    then it could be
    1) like you said -- you being scammed (look at refer / client IP and country)
    2) but on the other hand it could just be very low quality traffic.

    some incent networks / offers are designed to pay for second page visits only.
    what the average time spent on your site from these PPC guys vs your youtube traffic?

    I don't even use the Adwords Display Network (Adsense) because of all the click fraud.
    Don't waste your money unless you can specify where you want your ads to show.
