Link strategy - OK to close the circle?

I'm not a seo guru, I try to answer your question base on my experience and my knowledge.
One way link is better then reciprocal link (two site linking each other) but also important the factor of the C class ip. If
Site A have C Class ip 1 (ex. 174.133.146.18)
Site B have C Class ip 1
Site C have C Class ip 2
Site D have C Class ip 3
then it is better if you link A->C->B->D->A
the principle are one way link and have a different C Class IP (if you hosting multiple domain in a shared hosting, commonly you will have 1 C Class IP, except you buy one IP for a domain)
More better I think If you choose 1 site as a core site where others pointing a link to this core site. (I suppose all sites in a relevance/related niches).
for ex. you choose X as a core site, then after you linking A->C->B->D->A, all of this sites pointing link to X.
But this is just linking strategy in a mininet. SEO involves many factors like on-page, anchor text, off-page, relevancy, etc.
o, ya, I forgot, will google penalized this pattern of linking? I thought, no.

Not likely if you keep it 4-5 steps away, although there's nothing wrong with linking your sites together in the first place unless you're doing something blackhat with one of them. Just make sure you have a couple other links on each site to authority sites that you don't run to keep it looking non spammy and natural.

And different C class IP's of course, or it will be very very obvious.

Yeah I wouldn't do too much of that if all your sites are hosted at the same place unless you have different IPs for each site. If you do, I would definitely have links to other authority sites too.

That to me is technically what they called Way Linking Strategy. some gurus do not want the idea as it might you got penalized by Big G. but some said its okay as long as it comes from many different IP addresses. Its apparently a good strategy, though I never tried it.
i will be following this thread if someone says its not getting anyway penalized.

I am not a fan of closing the circle for a linking strategy, but have heard of many having success with it.
Its extremely easy to detect as a greedy network. I much prefer a hamiltonian path approach personally.
