Whats the difference beween Paidlinks & Backlinks?

The words "Back link" or "Back links" is synonymous with SEO. They go hand in hand.
Most newbies or business owners actually think and believe that building back links is doing SEO. In fact i'll even go so far as to say that some SEO's and people teaching SEO think and teach that, that's all it is. I have seen it for myself?
I think its fair to say that a lot of people here know the difference between a paid link and a back link even though there is always that little grey area when it comes to sponsored links and paid advertising if not done correctly.
So what would you say the difference then is between paid links and back links and their relationship to SEO?
In other words how would you explain that difference to a total newbie that is all pumped up and ready to go and buy himself $500 worth of back links from all sorts of unscrupulous sources online?
