And I will do a link pyramid of let's say 5 web 2.0, 5 article directory, 5 pdf docs, 5 bookmarks. Then second tier .. Social bookmarks to all of the first tiers. Then use scrapebox and xrummer to fire links to the 1st and 2nd tiers..this is what I intend to do.pls someone should chip in a critism of this steps. is this gona work, Or is there a better way I could have done this?....I want to outrank them in one month...

While backlinks are certainly important for ranking, when ranking for local keywords there are many more on page tactics you can utilize that probably have a greater impact. Try to send Google strong messages that you are a local company via address and phone number, keywords including the local geography, etc. And use services like Yelp, Google Places, and other local citation sources to again send a message that you're a local company.

If you do the above, and your competitor doesn't, I'd be surprised if you don't outrank them for the local term regardless of your backlinks (since they have a rather poor backlink profile to begin with).

These are things you can do immediately and are completely within your control. I'd focus on local optimization first and then you can see if you need to spend time link building.

Like Lloyd already mentioned you can use those local terms to get a ranking. Something else which I have found helpful is to have a local fan page set up for your page with Facebook. I did this for a local farmers market and now it is ranking on Google and this was a place which had never had any form of marketing!

Don't go for Softwares. Do it manually. Using Softwares might kill your website. DO relevant niche link building and try to do Guest posting which is very useful now-a-days.

i have a website that got sandboxed because of xrumor/senuke. it used to be result #2 for a top gamble keyword, had massive organic traffic. out of greedyness for #1 i went xrumor/senuke. website sanboxed for over a year now.
If your competition has so few backlinks you can easy outrank them by manual linking:
    1. make some niche relevant comments on blogs with high pr page (not root domain, but actual page)
    2.use some free submissions
    3. make some sub blogs on blogger and such with a nicherelated content an anchor all the keywords to your website
    4. keep pinging every link you make so it gets indexed
    5. give google some time to find and crawl your website aswel as your backlinks
    6. keep your site active by adding new content every week
    7. make sure your content is useful to people and well detailed and UNIQUE, not just a bunch of copy+paste text from other websites
    8. within 2 months you will be in the top #5 (if your info on your competition is correct)
