Here is Matt Cutts tweets about exact match domains...

Minor weather report: small upcoming Google algo change will reduce low-quality “exact-match” domains in search results.

    and

New exact-match domain (EMD) algo affects 0.6% of English-US queries to a noticeable degree. Unrelated to Panda/Penguin.

Having exact match domain now days isn't looking to favourable.

Having keywords in the URL, as in xxx.com/keyword, this is considered good SEO and good for the user in the eyes of Google Or have something which closely matches the content on the page, having the keyword in the title is a must.

Try to act naturally and remember that Google already knows about some techniques used in the past by webmasters to improve their ranks. Think about the audience, the kinds of keywords they expect to find in your URLs and web title tags. Sometimes there is actually need to use keywords as part of web pages addresses or when adding new titles plus description tags to them. Even exact-match domains are not guaranteed these days to reach top of Google simply because of the terms they have these days.

I don't think google will penalize you. You just won't get any real SEO advantage from it like in the past.

OP talked about urls, not domains.

You want the words title in your title, and the right
words in your url. It's not rocket science. Should they
        be the same? Perhaps.

meta description has zip to do with anything.

Why do people misquote google on EMDs? I know.
They heard it from a guy who heard it from a guy.
By the time it gets to the end of the line, any
resemblance to the original is purely accidental.

Absolutely untrue. Sorry to be so direct but this just isn't the case. All Google did was tweak their algorithm so that pages ranking due MAINLY to the fact that they were on an EMD no longer ranked. But keywords in the URL or domain should still be favorable as long as it's a "real" site, has content, includes other on-page SEO, etc.

So yes, using an EMD, or putting the keyword in the URL such as example.com/my-key-word is suggested. So is putting it in the page title and the meta description. This is all part of good on-page SEO.

Actually after the recent updation of google search engine algorithm, it is not mandatory to have a exact keyword phrase now. But if you have one it will be good too, if you have maintained other SEO works there.

you can use little bit variations in exact match keyword domains.

    What Matt Cutt said

    Exact match low quality domains

that means if you have exact match keyword domain with really good quality content/design and all... it will not get penalize...... and it will be visible in top 5 results as well after little or no Off-Page SEO work...

In-short.. their emphasis on Quality.... They target those domains which have really poer quality....

    like some people made

interetmarketingservices.com and post duplicate content or low quality and target market to their original company website via referal links or whatever...
