PR Flow Through Hot Linked Images

If I have an image on a page on my blog that is hot-linked to a home page PR3, will PR flow ?
The PR 3 owner did tell me he was planning to use it as he thought it was a great pic. Although it was not an actual approval I was happy as I though I would get some Google love out of it.
Does PR juice flow though a hot link, I mean he is linking to my site isn't he effectively?
