How much negative SEO does button pass through?

Hello all,
Had a website that got penalized by google, so we created a new website. In order to get the existing traffic from old site to new site, we had chose to place a button on old site leading to new site instead of redirecting.
If the button is follow, how much negative SEO will transfer to new website?
