Guest blogging to get high value backlinks

There was an article on SEOmoz's blog that talks about guest posts and lists a ton of sites that help facilitate guest blogging. I have a regional blog for the city I live in and want to guest blog on a site in the same city. It would be great if the site was entertainment or culture related. Finding sites in this niche that has a PR higher than mine is getting hard. I have posted comments on some, but a lot of the high value ones are no follow and now I have too many NF links.
So the question is this: how do you find sites to guest blog on AND what is your strategy once you find one?
